The Skill Development Department of NEHHDC envisages to skill the youth of North Eastern (NE) region through implementation of a number of skill development training programs. These programmes are part of the centrally sponsored schemes which lay down the objective of incentivizing and empowering the under privileged youth in order to meet the skill gap analysis. The Skill Department thrives to be the epitome of excellence in optimizing the capabilities through effective coordination and implementation with all the related organizations in the skill ecosystem to conduct the training programmes with best results and effectiveness. The main objective is to be the testament of incredible training delivery through industry standards pedagogy in order to enhance the opportunities of the youth as per the trending job requirements of the employment sector. Ever since the Skill Department’s formation in NEHHDC, it has marked a glorious footprint with its best practices of enrolling lakhs of youth through adequate skill development training, standard deliverables with proper timelines and organized mechanism. Apart from skill development schemes, the Department is also deeply rooted in envisaging the youth in EDP and ESDP training through financial and business literacy to give assistance in building entrepreneurship. The Department strives to extend its support in post training stage in enterprise development and credit linkages.

Here a number of schemes that are being implemented by the Skill Department:

  1. Name of the Scheme: Pradhan Mantri Kaushal Vikas Yojana 4.0 (PMKVY 4.0)

    Ministry: Ministry of Skill Development and Entrepreneurship (MSDE) PMKVY 4.0 is a skill development programme by MSDE that aims to skill the youth in alignment with the employment sector and for the global job market. It is implemented by NSDC and NEHHDC is the training provider to the NE youth to avail this scheme. The objective of this Skill Certification scheme is to enable Indian youth to take up industry relevant skill training that will help them in securing a better livelihood.

    Type of training being implemented are:

    Short Term Training (STT):

    STT component imparted at PMKVY Training Centres (TC) is expected to benefit candidates of Indian nationality who are either school/college dropouts or unemployed and are looking for fresh skilling. Apart from providing training according to the National Skills Qualification Framework (NSQF), TCs also impart training in soft skills, entrepreneurship, financial and digital literacy.

    Short Term (ST) Projects:

    The Special Projects component of PMKVY envisages creation of a platform that will facilitate trainings in special areas and/or premises

  2. Name of the Scheme: PM Vishwakarma

    The scheme PM Vishwakarma launched by Ministry of Micro, Small and Medium Enterprises (MSME) is a Central Sector Scheme to provide holistic and end-to-end support to artisans and craftspeople through access to collateral free credit, skill training, modern tools, incentive for digital transactions and market linkage support. Through PM Vishwakarma, provisions have been made to support the hard work of all the Vishwakarmas like the Blacksmiths, Goldsmiths, Potters, Carpenters, artisans, etc who are engaged in unskilled manual hard labour.

    Under the PM Vishwakarma scheme, NEHHDC has conducted training programmes to the NE region’s eligible candidates in trades such as:

    (i)Traditional Basket Maker
    (ii) Tailor and
    (iii) Traditional Basket Maker
  3. Name of the Scheme: PM DAKSH

    The "Pradhan Mantri Dakshta Aur Kushalta Sampann Hitgrahi" was launched by the Ministry of Social Justice & Empowerment, Government of India idesigned to t uplift the marginalized sections of society by offering skill development programs. It targets SCs, OBCs, EWS, DNTs, and Safai Mitras, providing upskilling, reskilling, short-term training, and entrepreneurial development courses. The scheme aims to empower these groups by boosting their skills to improve their employability and income prospects. Training is aligned with the National Skill Qualification Framework (NSQF), and post-training support is provided for employment or self-employment opportunities.

    National Backward Classes Finance and Development Corporation (NBCFDC) is the implementing partner for the Pradhan Mantri Dakshta Aur Kushalta Sampann Hitgrahi (PM-DAKSH) Yojana,as far as OBCs, EBCs, DNTs are concerned. 100% cost of the training programmes under PM-DAKSH yojana is borne by the Grant-in-aid from Ministry of Social Justice and Empowerment and training programmes are free of cost for the trainees.

    National Scheduled Castes finance and Development Corporation (NSFDC) is one of the implementing agencies of PM-DAKSH Yojana and accordingly, NSFDC has been sponsoring the NSQF compliant Skill Development training Programmes for the persons belonging to Scheduled Castes. The Skill Development Training Programmes are being implemented through the Training Institutes selected by MoSJ&E, on year-to-year basis.

    NEHHDC has imparted four types of Skill Development Programmes under PM-DAKSH Yojana:

    (i) Upskilling/Reskilling
    (ii) Short Term Training
    (iii) Entrepreneurship Development Programme (EDP)
    (iv) Long-Term Training

  4. Name of the Scheme: SAMARTH: The Samarth Scheme (Scheme for Capacity Building In Textile Sector)

    It is a skill development program by the Ministry of Textiles to train people in the textile sector. The North Eastern Handicrafts and Handloom Development Corporation (NEHHDC) is one of the organizations that implements the scheme. It is a demand driven and placement-oriented umbrella skilling programme of Ministry of Textiles. The objectives of the scheme are to provide demand-driven, placement-oriented skilling programme to incentivize the efforts of the industry in creating jobs in the organized textile and related sectors to promote skilling and skill up-gradation in the traditional sectors through respective sectoral divisions/organizations of Ministry of Textile; and to provide livelihood to all sections of the society across the country.

    NEHHDC has imparted training programme on “Silk Weaver Handloom” across NE region for building the textile sector.


  5. Name of the Scheme: DC HANDICRAFT Development Commissioner (Handicrafts) -

    It is a government agency that promotes and develops the Indian handicrafts sector: The DC Handicrafts agency is responsible for developing, marketing, and exporting handicrafts. It also promotes craft skills and forms, and supports artisans through developmental schemes. The DC Handicrafts provides technical and marketing know-how to artisans to help them improve their products.

    Under National Handloom Development Programme (NHDP) of DC Handicraft scheme, NEHHDC has played a pivotal role in implementation of the following programmes:

    (1) Design and Technology Development Workshop -Here the focus has been given on fulfilling the current needs of the market with an aim to develop new designs/ prototypes as per present requirements of the handloom sector using existing skills of artisans.

    (2) Guru Shishya Hastashilp Prashikshan Programme: Here, NEHHDC has made an effort to transfer the traditional craft knowledge from the master craftsperson (Guru) to the new generation artisan (Shishya) in order to bridge skill gap and fulfil market demand. This has been achieved through imparting technical and soft skill training to create a trained workforce in the handloom sector.

    (3) Comprehensive Skill Upgradation Program (CSUP): The scheme objective is to supplement the efforts of the industry for bridging skill gap, reviving the age-old practice of traditional crafts in Handicraft sector and providing a demand driven & self-employment-oriented training based on National Skills Qualifications Framework (NSQF). The objective has been achieved by NEHHDC through certificate training courses in convergence with Ministry of Skill Development and their approved institutions. The program aims at comprehensive development in skill up gradation, design innovation and soft skills of artisans.


  6. Name of the Scheme: SC/ST HUB:

    The National SC-ST Hub (NSSH) is a scheme of the Government of India that helps Scheduled Caste and Scheduled Tribe (SC/ST) entrepreneurs and enterprises participate in the public procurement process. The NSSH is implemented by the National Small Industries Corporation (NSIC) under the Ministry of Micro, Small and Medium Enterprises (MSME). In general, the scheme offers a range of support services, including:

    • Capacity building: Training programs to promote entrepreneurship and develop skills
    • Technological upgradation: Assistance with upgrading technology
    • Market Linkage
    • Mentoring, etc

    Capacity Building and Training: Through NEHHDC’s lens, a number of training programmes have been conducted for capacity building
